Union Minister Mattis said on Saturday that legal support for right of way (RoW) for telecom infrastructure projects will be put in place by December this year.As he launched the GatiShakti Sanchar portal, he said that industry players will be able to apply for RoW permits for telecom infrastructure projects such as 5G services.He said that the current procedure for RoW approvals is done administratively, and that providing legal support would help local authorities to grant RoW requests quicker, give more context to the fee structure, and improve accountability, he said.Vaishnaw said that the portal has already reduced the time needed for such approvals from almost 100 days to about 22, and that legal support would eventually bring that time down to about a week.

The portal's announcement came on the heels of the state-by-state draft policy recommendations published in April to ensure consistency in RoW-related activities.In the draft, the Department of Telecommunications (DoT) has proposed a method for calculating RoW area, the use of poles for the deployment of small cells, and the use of street furniture for the deployment of small cells, among other things, to the GatiShakti Sanchar portal, according to Vaishnaw.The portal, which was designed by the Madhya Pradesh State Electronics Development Corporation, also has a dashboard for tracing applications, and has already received more than 50,000 RoW applications, out of which about 28,000 have been accepted.According to SP Kochhar, director general, the GatiShakti Sanchar portal is a significant step toward creating a cohesive mechanism to achieve the goal of Broadband for All, as proposed by the National Digital Communication Strategy, 2018.
