Sunil Gupta, a former Tihar jail law officer who served as a prosecutor and spokesperson, said that the high and mighty people were normal there and that he learned of illicit activities for influential prisoners during his tenure, one of whom was later identified as a POCSO suspect, according to PTI.Mr Gupta told PTI that Tihar jail chiefs receive such favors from prisoners either collectively or with the help of jail chiefs.A Supreme Court decision in 1987 in the case of Sanjay Suri vs. Delhi Administration had highlighted the difficulties of juvenile prisoners who were sexually assaulted by adult prisoners.Mr Gupta said that the Satyendar Jain story requires a thorough investigation.Mr Gupta said he hasn't been offended by the viral video, but he does admit that it's normal for poor prisoners to receive services in whatever form they want, as explained by him.I've seen laws being thrown to the wind to please politicians, businessmen, and industrialists. And when prisoners are asked whether or not they will report such misconduct to the authorities, he replied, Yes, and in some cases, steps were taken, but it's People go into it for the sake of money, he said, but did not specify the year in which such incidents occurred, says former Lieutenant Governor of Puducherry Kiran Bedi, who served as Tihar Jail DG from 1993-1995.

The law was the same for everyone. We had a very efficient feedback system and a prisoners petition system that was directly addressed to me.I received all sorts of reports of corruption and sexual offences and took immediate action, according to Ms Bedi. The petition system of that time was unmatched because prisoners had faith that action would be taken, she said.
