The revival plan also includes a slew of steps to improve BSNL services.BSNL will be allocated spectrum in the 9001800 MHz band administratively at a cost of Rs 44,993 crore as part of an equity injection to improve existing services and provide 4G services.BSNL will be able to compete in the market and deliver high-speed data with this system, even in rural areas, according to the Atmanirbhar 4G technology stack. To cover the estimated capital expenditure for the next four years, the government would invest Rs 22,471 crore.

In lieu of AGR dues, provision of capex, and spectrum allotment, the government will give BSNL Rs 13,789 Cr as viability gap funding for commercially unviable rural wire-line operations carried out between 2014-15 and 2019-20.
